A senior officer serving with South Yorkshire Police, Detective Chief Inspector Daniel Boulter is at risk of dismissal when he faces a misconduct hearing next week.

The hearing is set to last for two weeks and allegations include controlling and coercive behaviour towards two partners. There are also vetting and notifiable association issues that a three person Panel will consider.

A force statement sets out:

“It is alleged that on dates between 2015 and 2018 the officer used coercive and controlling behaviour towards two women who were his partners at the time.”

“It is alleged that on separate dates between 2014 & 2019 the officer made false declarations on vetting forms relating to two police forces.

“It is also alleged the officer failed to disclose a notifiable association and failed to disclose a gambling habit on a South Yorkshire Police vetting form. 

The conduct has been assessed by the force’s Professional Standards Department as breaches of the Standards of Professional Behaviour in respect of Authority Respect & Courtesy, Honesty & Integrity and Discreditable Conduct,’

“The matters set out above have been assessed as breaches of the Standards which are so serious as to justify dismissal and therefore constitute gross misconduct”.

The misconduct hearing is listed to commence at 10am on Monday 7th August and conclude on Friday 18th August, 2022. The force has not named the Legally Qualified Chair.

It appears that DCI Boulter was last promoted in early 2022. It is not clear when, or how, the vetting issues came to light or which other police force(s) are involved. His LinkedIn profile is no longer visible.

This is the second SYP misconduct hearing within a week to feature alleged vetting misdemeanours. Details of the other case can be found here.

UPDATE: A police whistleblower has come forward to say that DCI Boulter previously worked for Lincolnshire Police and Northants Police. There are, they say, concerns over how complaints made against him whilst at those deployments were handled.

It is understood that DCI Boulter will contest all the allegations against him.
