
Between 3rd and 4th March 2025, Lancashire Constabulary held a misconduct hearing at Ormskirk Police Station involving Police Constable 3772 Daniel Stoddard.
The alleged breaches of the Standards of Professional Behaviour were as follows:
– Whilst serving as a police officer with the force, on the 13th March 2023, PC Stoddard sexually assaulted a colleague whilst on duty.
– It was also alleged that in 2017 or 2018 PC Stoddard simulated a sex act on a colleague and this conduct was unsolicited and unwanted.
It was alleged that the above conduct was a breach of the Standards of Professional Behaviour in the area(s) of Authority, Respect and Courtesy and Discreditable Conduct.
The Panel, chaired by ACC Karen Edwards, found that the conduct breached of the Standards of Professional Behaviour in each of those cases and it amounted to gross misconduct.
PC 3772 Stoddard was dismissed without notice and his details have been added to the College of Policing Barred list.
It is understood that PC Stoddard previously served as a Neighbourhood Policing officer in the force’s Rawtenstall and Crawshawbooth areas. Both forming part of the Rossendale District.
Lancashire Constabulary has provided no explanation as to why it took two years to dispose of these matters or why, it appears, no criminal charges were brought against the officer.
PC Stoddard denied the allegations.
The findings against this officer are tucked away in a niche area of the force’s website. It does not appear on the Lancashire Constabulary news page, populated, for now at least, with matters much less trivial.
Further, there has been no statement from any senior Lancs officer and, as such, it remains unclear if, or how, the victim of the alleged sexual assault is being supported.
