A recurring theme on this Neil Wilby Media website, over the past several years, is the staggering lack of transparency of police forces when publishing notices of misconduct proceedings on their respective websites.

West Yorkshire Police is a regular ‘offender’ in this regard and this is their latest exercise in brevity when publishing a formal notice of a forthcoming hearing:

“Former PS 4964 Andrew Haveron will be subject of a gross misconduct hearing for allegedly breaching the Standards of Professional Behaviour in relation to:

“Orders & Instructions and Discreditable Conduct

“On 16/12/2024, PS Haveron was subject of a with cause drugs test. The results from the laboratory have shown that he tested positive for cocaine.

“Date of Hearing – 26 February 2025 at 10am.”

That’s it. They don’t even give the location of the hearing although that is almost always at WYP HQ in Laburnum Road, Wakefield. His rank of police sergeant at the time of the offence is obscured by using only the initials ‘PS’.

Details that might be deemed reasonable to include, to main public confidence in the police disciplinary process, would be:

The ‘with cause’ that led to the test.

Whether he was on duty at the time.

Whether he was driving a vehicle (a police car or otherwise).

The unit or district to which he was attached.

On what date he resigned.

Was he investigated in relation to any criminal offence.

Enquiries by Neil Wilby Media have revealed that the now ex-PS Haveron was a bank fraud specialist which likely means he was part of the force’s Economic Crime Unit. His LinkedIn profile is marked with a ‘LookingForWork’ badge. He mentions being a driver and an investigator as well as his bank fraud credentials. His employment with WYP is the sole entry in that section of his profile.

Given the proximity of the hearing, the questions that would have been put to the WYP press office have been deferred until the Regulation 43 misconduct outcome is published in due course.
