
North Yorkshire Police has published a notice regarding a misconduct hearing that will be held in respect of a former police constable, Christopher Ryan Hudson (pictured above), who is alleged to have breached the following Standards of Professional Behaviour:
- Discreditable Conduct
- Authority, Respect and Courtesy
It will open at 10h00 on Friday 12th July, 2024 and take place at NYP Headquarters, Alverton Court, Crosby Road, Northallerton, DL6 1BF.
The force says that the Panel for the hearing will attend remotely. The Legally Qualified Chair has not, so far, been named.
Allegations
“1. Between 3rd February 2021 and 9th February, 2021 you were a serving officer of North Yorkshire Police. You were acting as tutor constable to PC A.
“2. On 3rd February, 2021, while travelling in a police van in the company of PC A, you suggested that the two of you should have sex in the police van.
“3. On your return to Harrogate Police Station, you told PC A words to the effect of: “You can’t tell anybody about what I’ve said to you.”
“4. On 8th February, 2021, you took PC A out driving in a police van. During that drive, you drove to Stonefall Cemetery, Harrogate.
a) You told PC A it was a place known for ‘dogging’.
b) You stopped the van, and then propositioned PC A for sex, saying that no one would ever know.
c) PC A told you that the two of you should not do anything, and that she did not want to do anything.
d) You persisted, telling PC A to move to the middle seat of the van.
e) PC A did as you asked, moving to the middle seat.
f) You then stroked PC A’s hair.
g) You leant in and kissed PC A
h) You took PC A’s hand and placed it on your groin, bringing it into contact with your semierect penis.
i) You placed your hand on PC A groin / upper thigh area.
j) PC A told you that she did not want anything to happen.
k) You told PC A words to the effect that now you had kissed, you might as well have sex, as the repercussions would be the same if you were found out.
l) You told PC A that you thought she had been teasing you.
m) PC A replied that she was not teasing you, and that she could not have been clearer that she did not want anything to happen.
n) PC A then moved back to the passenger seat of the van.
“5. You then drove the van to the Travellers’ Rest Public House. This was a remote, quiet location.
“6. You parked the van, and said to PC A words to the effect of, “Right, what about here?”
“7. Your treatment of PC A as set out at 4(f),(g),(h) and/or (i) above:
a) was an assault; and/or
b) was a sexual assault.
“8. Your treatment of PC A as set out at paragraphs 2-6 above constituted harassment of PC A, as it was: a) i) unwanted, ii) of a sexual nature, and b) had the effect of i) violating PC A’s dignity, and/or ii) creating an intimidating, hostile, degrading, humiliating or offensive environment for PC A.
“9. Your actions as set out at paragraphs 2-8 above was in breach of the Standards of Professional Behaviour for;- Authority, respect and courtesy and Discreditable conduct.
“Your treatment of PC A constitutes conduct so serious as to lead to your dismissal, had you not ceased to be a member of North Yorkshire Police, and accordingly amounts to gross misconduct.”
In February, 2023, Christopher Hudson, 32 at the time, was found not guilty of the single charge of sexual assault he faced at Leeds Crown Court. His address was given to the court as Hollin Terrace, Huddersfield.
In a statement given after the trial, a spokesperson for NYP said: “A gross misconduct hearing will be held in due course and PC Hudson is currently suspended.”
In June, 2023, another NYP misconduct hearing heard PC Hudson had been arrested twice in 2006 for setting a gazebo on fire and kicking a door.
He omitted details of these arrests when applying for jobs at both West Yorkshire Police and North Yorkshire Police in 2016 and 2017.
The Panel hearing the allegations concluded that this amounted to gross misconduct.
The hearing also heard about PC Hudson’s association with a convicted criminal. This man, mentioned only as Person A, was serving six years in prison for robbery.
When asked about the association, PC Hudson said it was purely someone whom he knew by name from my youth”.
However, checks revealed that PC Hudson had visited him at HMP Wealstun on several occasions between 2012 and 2014, described him as “a friend” and called him to wish him ‘happy birthday’.
Hudson also failed to mention three siblings when asked to provide details of family members during the vetting process and did not declare that he had been subject to county court judgments.
Chief Constable Lisa Winward, who chaired the Panel, found Hudson’s dishonesty amounted to gross misconduct and said there was evidence that suggested his omissions had been deliberate.
In conclusion she said: “He has leadership responsibilities as a tutor constable and this case does not relate to a minor isolated omission of a single strand of information on the officer’s vetting forms but a number of acts of dishonesty that have been continued throughout the investigation.”
PC Hudson, who did not attend the hearing or offer any mitigation, was dismissed without notice and placed on the College of Policing’s Barred List.
